Instructions
- Preheat your oven to 350°F (175°C).
- Mix together the flour, cocoa powder, baking powder, and salt in a bowl.
- Beat the sugar, vegetable oil, and eggs together in another bowl until well combined. Mix in the vanilla extract and milk.
- Add the dry ingredients to the wet mixture, stirring until combined.
- Chill the dough in the refrigerator for about 30 minutes.
- Scoop out tablespoon-sized portions of dough, roll into balls, and then roll in powdered sugar.
- Place on a baking sheet lined with parchment paper, spacing them apart.
- Bake for 10-12 minutes or until the cookies are set but still soft in the center.
- Let cool on the baking sheet for a few minutes before transferring to a wire rack.
